City Officials, Public Unions Take On Rising Health Insurance Costs

BOSTON — Mayors and town managers say they will have to lay off more employees unless the Legislature gives them the power to reduce health insurance costs without having to negotiate with unions.
It seems that everyone has a plan to save money on public employees’ health insurance, and all were at the State House Tuesday to argue for their plan.
